Layers 3 and 4 of the Shinto system are a mag panel and an admin pouch. KAZE-LINK collapses both into a single front panel, so you set the front of the carrier up once rather than stacking two mounts.
It ships with a removable elastic triple M4 mag placard already fitted. Pull that free and you have a clean laser-cut PALS front to build on however you like — pouches, admin pulls, a dangler.
The PALS is laser cut rather than sewn, which keeps it snag-free. Bungee pull tabs give you fast access, and elastic loops along the top edge take retention cord, an antenna or a hydration line.
Fujin also make a KAZE-LINK 3D insert for added rigidity and shape retention. That is a separate item from them, not part of this listing.

Do I still need the Vector panel and Kazebuko? Not if you run this. That is the point of it — one panel covering both roles.
Is the placard removable? Yes, and it comes fitted. Take it off for a clean front.
Will it mount to a carrier that is not a NADAI? Yes. Any standard MOLLE or PALS platform.
Is the 3D insert included? No. Fujin sell that separately.
